Due to the higher power requirements, the Raspberry Pi 4 requires a 3.0A USB-C power supply. The Official USB-C power supply is specially designed and tested for the Raspberry Pi 4.Compatible with Raspberry Pi 4 only. Not compatible with Raspberry Pi 3 B, B+, A+ or Pi Zero.

The problem boils down to improper resistor wiring on the configuration channel pins (CC1 and CC2). This wiring shorts the two pins together, creating a configuration doesn't allow for the cable to supply power.
So, in reality, the USB Type-C problem on Raspberry Pi 4 occurs only in an unlikely scenario. Most USB Type-C cables will power the Pi, and those that don't are ones you wouldn't use for this purpose. Avram Piltch is Tom's Hardware's editor-in-chief.
Many chargers run a lower voltage at peak current, which is fine for charging but not good for a Pi. You also need a good cable (18 AWG or thicker -- lower AWG is better) to avoid losing voltage along the cable. That is why the official Raspberry 5V1 3A supply is good -- the extra voltage compensates for cable losses.
